Disclaimer: I am an adult amateur, not a teacher.

I would tell her to try to drop her jaw when forming her embouchure. That should have the effect of making her open her throat more.

I will also add that when I clamp down tensely on the reed, as when a new reed isn't behaving, I can feel my entire throat tense up, too. So perhaps her issue isn't with her throat as such, but is with her reed, maybe she's subconsciously clamping down on the reed?
