The pad can stick because of the sharp rim of the octave vent cutting into the cork pad surface. Since you describe the phenomenon of sticking after it is closed by the upper octave mechanism, this seems particularly likely. This often happened to me; I would do two things: first, every time I put away the instrument I would slip a thin piece of cigarette paper under the pad to prevent any pressure from the case lid against the key from pressing the pad into the octave vent ring; second, I would take the finest of sandpaper and 'dust off' the face of the pad, diminishing the depth of the indentation from the octave vent rim. Use great caution in doing this, as if you sand unevenly you will end up with a pad which does not seal when closed.
