The perfectly obvious conclusion is that, in dry weather, reeds dry out more. An almost as obvious corollary to this is that they need to be soaked more--but it took me FOREVER to realize this, and I still keep forgetting it. I get to my pianists house, I soak a reed for five minutes, and then things just don't go right. I leave another reed in the water for 20 minutes or so, and it works fine--for about 5 minutes. In real dry weather (<10% humidity is not uncommon in Southern California under "Santa Ana" conditions), I just make sure I have lots of reeds soaking and rotate them.
Reeds that have been stored for a long time under low-humidity conditions might benefit from an even more aggressive soaking.
