Our conductor likes 441 so if you're playing second and using a tuner (set to 440), we're up a creek.
I agree that folks don't listen to the pitch before 'piling on', and that results in no tuning at all, really.

I played second for decades; unless the 1st is really terrible, match that pitch and do your best to blend throughout the rehearsal/concert.
