Usually players will start on a Howarth S10 http://howarth.uk.com/pic.aspx?pic=./wo/HowarthS10.jpg&pid=35101 and later go onto an S20 http://howarth.uk.com/pic.aspx?pic=./wo/HowarthS20.jpg&pid=35102. An S20 that will take you past Grade 8 so could be the better choice considering you've already have done your grades on clarinet. A new S20 is £1995 which is just under your £2000 limit.

The majority of UK teachers will most likely be thumbplate system players, so an S20 will be fine as they'll be familiar with them. There are conservatoire system players/teachers in the UK, but few and far between, so your best bet is to get a thumbplate system oboe.
