Assuming you're in South London (your ISP says Beckenham), I can only suggest you contact Howarth (by phone and then making a visit to the Chiltern St. shop) about either renting or buying an oboe, and also lists of teachers in your area - always get a teacher from the outset so you don't learn bad habits which may be your downfall later on.
Don't start with reeds that are too hard as that'll only make you tire out quickly as well as have little control over articulation and dynamics - start with soft or medium soft, and Howarth stock loads of different makes of reeds so you could always buy a varied selection, find which maker you like best and you can get them mail order after that.
