Unfortunately, with so many different factors influencing the pitch of a reed, a reliable diagnosis cannot be made online. Other than very general suggestions like "scrape off more cane" we can't do much other than take a few guesses. Can you go to a professional in your area for help?
Having said that... you're not using a particularly narrow shape, and your reeds are quite long, so there must be too much cane on them somewhere. It's very possible that either the tip, heart, or back need to be considerably thinner than you think they should be. Why the preference for thicker heart sections?
