Now it all comes down to intended use; If you play, and this is going to be your oboe for the next decade or so I suggest you take the opportunity to install an adjustable rest. The difference in price between the cheapest thumb-rest and an adjustable seems to be about 30 bucks - well worth the money.
On the other hand, if you are putting a thumb-rest on it so that you can sell it, go for the 9 buck thumb rest.
