Hi:
Not a bad question at all.
"Ethnic" comes from the Greek word "ethnos" which means a people, and this would presumably apply to any ethnic or nationality (these days) group or folk group from some geographical region. So the ethnic clarinet is the instrument as used by folk groups. As the father in the movie "My Big Fat Greek Wedding" would say: "Now you know!"
