If you are willing to reach a little higher for a new oboe, the Rigoutat Riec is a wonderful instrument with "almost everything". Reputedly it is one of the nicest sounding instruments in this price range (there was a blind-trial report in the IDRS journal a while back) with no intonation problems whatsoever.
However, there is absolutely nothing wrong with buying a "big name" older instrument, as long as it has been fully reconditioned and regulated by a reputable firm. In fact there are some advantages quite apart from the price. The top-joint has thick wood, a narrow bore, and some places where the tone-holes and posts are drilled very close together. Cracks can appear in this area irrespective of the care you take. A well blown-in oboe a couple of years old is less likely to develop cracks than a new instrument.
