I think it's best if the tuttis are left to the other players, provided your own solo part in the tutti sections is already covered by the 1st violins. Then as a soloist you have your own part to play when the orchestra are supporting you. But this depends on the writing.
The Bach double has a lot of tutti passages which I think is best played by both the soloists to beef up the orchestra in the louder sections. The 2nd mvmt. is a real gem - very simple and sparse (and even 'delicate') backing with the long solo lines makes this sort of writing and the Baroque era my favourite, as well as the rawness and robust nature of the faster movements which makes for good contrast. As well as having ample opportunity to add your own ornamentation as you feel fit.
Is your version of the Bach double in C minor or D minor? I'm not sure which key I prefer playing it in - it's swings and roundabouts.
