Yes, well . . .
The IDRS site is notoriously not user-friendly and complicated. This defect was the occasion of much discussion and recrimination on the (now defunct) IDRS mailing list. But if you can somehow negotiate to the home page, you ought to be able to find a link that will let you subscribe.
Trying it just now, I get to the home page via http://www.idrs.org.
What comes up first is a very general screen, which in a few seconds gave way to the "real" homepage. If it doesn't do that for you, try clicking on the IDRS logo at the top of that first page and see if it will take you in.
Once you are on the homepage, there is a link on the left hand side that says "membership". There is a pull-down menu that comes up, but it would not let me select any option other than "login" (even though several other apparent options are presented).
When I clicked on "login," it took me to another page which has a link that says "Join IDRS". Clicking on that will take you to this page https://www.idrs.org/WWW.IDRS/Registration/Application.new.1.html. Then once you are on that page and have read everything you want to read, click on the BLUE link at the top of the page, and I think it will give you an online application form.
It is a worthwhile thing to join, but they do make it difficult to get there.
