I would say that you should check all the notes on the oboe when tuning the reed. Certain notes sag easily, while others are more stable. Obviously, the reed has to be adjusted so that the saggy notes are fixed. Ideally, you want to be able to play the reed with an open-ish mouth - you don't want to be stuck biting the thing up to pitch. So basically, scrape and clip the reed until most notes are in tune, and then remove some cane from those back corners to stabilize any notes that are too wobbly.
