When you close the low C key it should lower the RH 2 fingerplate but not fully close it - so close the C key and lightly touch the middle fingerplate to see if it moves.

There ought to be a tiny amount of movement in it (as much as the 3rd 8ve key opens by or the LH finger 1 plate) so the C# speaks when played as oxx|xoxC. But again this depends on the size of the aperture in the centre - it could be anything from 1mm to 2mm, but usually it's around 1.5mm.

The adjusting screw on the C key touch controls the venting of the RH 2 (middle) fingerplate - if you've got a 'Philadelphia D', there are two adjustment screws next to each other - and the one you need to adjust is the lowest of the two (or the one nearest the bell).

Again this is a personal thing and you have to adjust it to siut yourself - keep checking the top C# (oxx|xoxC) and make small adjustments until this note speaks easily. But if you use this fingering for C# - oxx|xoxC# then you will need this middle fingerplate to close - but don't over adjust it or your low C key won't close. Test the closure of both the low C pad and the middle fingerlate pad with the finest (thinnest) cigarette paper so there's equal amount of drag when pulled out from between the pad and the tonehole while closing the C key with light pressure.
