Baron,
I did a MM degree in oboe from CCM. Mark Ostoich is fantastic. He is a great player and an amazing teacher. As far as transferring, if you get into a conservatory or a great school like some of the ones you mentioned, you will get a great education on the oboe and academics likewise (especially at CCM). I don't really see the need to transfer if you get into one of the schools you mentioned.

As far as audition material -- definately add a Barret Melodious Study/etude. They teach/show great control of musicality and musical line. Mark is a big fan of musical line.
