Hey oboeshark,
If stuff keeps on getting stuck, first try a feather inside the bore because that can help a lot. But what you probably have is some particle of dirt or something in there that is attracting moisture. One thing that works for me is that you can remove the octave key wish a jeweller's slot screwdriver (or any other tiny slot screwdriver) and then you can simply suck as hard as you can on the vent to get out whatever it is. If you don't know how to do this, find an experienced oboeist or repairman that does. If that doesn't work, you should probably get a really tiny shaving of cane or a tiny pin or something to poke out the inside of the hole. Hope this helps!
