Hmmmm . . .
Peoples' reed preferences are SO individual, I hate to say "this will definitely work" for anyone else.
But . .
Over the past couple of years, I have tried reeds from many, many different sources (yeah, I play a lot).
I have a preference for handmade reeds, and I have a preference for reeds which are consistent from batch to batch. There are many good reedmakers out there, and I have NOT tried them all -- even some of the ones "everyone else" knows. Then again, I have tried some that "everyone else" thinks are great, and have not found them right for me. So, there you are.
But the ones I have tried that might fit your parameters:
Angela Wells http://www.reedery.com/ makes good reeds which are very consistent, and she is not as expensive as some folks. She makes a good medium-soft.
I still really like the reeds I got from Kathy DiCola http://www.tabbytoesreeds.com/ Also reasonably priced.
I personally like the reeds from Kerry Willingham http://www.reedmaker.com He will adjust them for you, and will send you another if you don't like the one he sent.
If you ever get so lucky as to run into Katherine Needleman's "student" reeds on Ebay, buy them. They are very playable. She hasn't had any for sale for a while, but does from time to time.
I am sure others have their favorites and opinions. These are just mine.
