Something to add,
I once swabbed my oboe during a long rest while the cor was having a solo and I was recorded on video swabbing it right beside him!
Piece of advice:
Hold the oboe horizontally on your lap while swabbing it, instead of vertically as I did!
Sometimes you just don't know what you are doing until you see yourself in action.
I personally swab my oboe at about 15-20 minutes interval during rehearsal or concert. If you are not sure, swab it once you see water dripping out of the bell!
If I have a long rest like 123 bars, I would take the chance to clear out all the "problematic" holes like octave vents, C, etc.
For reeds, I normally dip it into water and let it rest on the stand and put it into my mouth a few bars before playing.
