I often find that stuffiness in the bottom joint can be caused by tiny leaks in the top joint. Check everything over, and don't forget the F#G# connection (which may be preventing your RH index finger from closing fully).

Also, on the bottom joint the adjustment of the F#/E/Forked-F vent is particularly tricky.
