As Bob has alluded to, often times reeds can be flat, vibrant and easily pop out the lower and middle range but they take embouchure manipulation and sometimes biting for the upper register to be in tune. One way to test this is to put the reed in the very corner of your mouth (not in the middle as is normally done) and play a two-octave C major scale. Is it pretty much in tune in the upper register or extremely saggy? Also, when you crow it, does it crow a B nat or lower, a sharp B, a flat C, an in tune C, or a sharp C? Does it have one, two or three octaves? Or does it make a terrible rattle that the pitch can't really be identified?
