Lower register Bb is by nature a bit more veiled in tone compared to A or B either side of it due to the closure of RH1 - some oboes are more affected than others depending on how much venting is given to RH1 or the LH main action.
If RH1 is set fairly close, then it may not fully open the Bb key and also if the adjustment is out in there's too much double action at the lower end of the con bar connecting RH1 with the Bb key, that can compromise the venting when both Bb and C are played.
Also check your forked F vent is closing properly as that can affect the Bb - it will normally close while RH3 is raised, but still check it anyway just to be certain it is closing.
