My daughter learned the straw and water technique when she was 14. It helped her understand the concept. Now at 16 she is pretty good at circle breathing, and yes, uses it for parts of the Strauss concerto 1st movement. She finds it easier to use when her fingers are moving. Learning to exhale while playing is her next step.
