You're best getting advice directly from someone that can do it as some things are easier demonstrated than read up on - and best from an oboist that can do this.
I only realised how it's done when a Sicillian oboist who only happened to be in the area popped into the music shop where I used to work and played the entire opening of the Strauss concerto circular breathing (he also used open C# which I can't do as I've got the LH1 fingerplate screwed down).
There's always talk of practicing it by blowing through a straw into a glass of water, but this doesn't have any resistance which is what you need to make circular breathing possible. The best note to practice it on is the upper register D or Eb as they're easy and stable notes and have just the right amount of breath resistance.
The tricky part is reinstating the air from your lungs after having taken in a fresh breath, but that will get better with practice, also the tone quality from the reserve breath (the air held in your mouth while you exhale and inhale a fresh breath) won't be as good, but again that can be improved with practice.
