SOAK!
Chris might be right about enzymes, but it's not just about getting the reed wet. The grains need lubrication to vibrate properly and water is the plant's natural environment, when alive.
Clarinettists and saxphonists I have known at undergrad. level and above all soaked their reeds in a glass of water just like double reed players do.
How much to soak is a matter of fierce debate. I say you can't soak too much, but you might have to squeeze the reed closed a bit. 30 seconds is a strict minimum.
