Try to test the vents without the reed.

If you remove the upper joint from the oboe, plug the bottom with your finger and close all keys....

Then try two things, ...listening carefully for a difference in sound where with keys closed, bottom plugged, you blow into the oboe at say a mp level of pressure...

Then vent 1st octave key and listen...let it close and vent 2nd octave key. They should 'leak' about the same amount of air, and produce a similar sound.

Then reverse the air and repeat. With keys closed and bottom plugged, suck air inward, then vent each octave in turn. The air and sound should seem similar.

This is how I isolate a plugged or narrowing octave vent as it becomes gunked up.

I agree poking things into it can be a potential for damage, but I do it carefully with a small needle if I don't want to remove the vent completely.

Good luck with it.
