Although it won't do what you're asking, MuseScore (http://musescore.org/) is well worth knowing about.
It's a completely free, open source, notation program. Runs on Windows etc.

What you could do is visit their website and request the features you're looking for.
They're always looking for ways to get ahead of the competition.
