An oboe's tone has enough overtones in it already, so there's no way you can add any more.
Although strengthening or dampening the existing overtones to make the tone brighter or darker can be done with embouchure changes or through choice of reed or knowing which part of the reed to adjust to influence the tone colour. All of which are difficult to describe, though can be demonstrated with a good teacher who knows how to explain and demonstrate things better.
If you're being told to 'add more overtones', that to me sounds as if your director (or whoever said it) hasn't a clue what they're talking about as it implies you should be making your sound brighter which won't make it blend in with the rest of the band unless they all play with a bright, shallow sound that comes with poor breath support (think of the usual community band clarinet players with a very unsupported sound that's like fingernails down a blackboard).
