There should be a dampit already in it, but if there isn't, yes, you should put some humidifying device.
The more time the instrument will have in the drier climate, the more the cork pads will shrink up. The smaller the pad, the faster it shrinks which leads to the instrument being out of adjustment. It's best to keep a relatively controlled consistent climate.
If you prefer, orange peels also do the trick. I've also seen plenty of oboists keep the oboe in an oversized ziplock bag.
Last note: make sure to warm it up properly! Often students get new wooden oboes to try out after playing several years on plastic ones and forget to warm them up, and then the oboe suddenly cracks after a day or two.
