The low C key should automatically close the Eb pad fully while the LH Eb is being held down, so it sounds like it's still out of adjustment.
The adjusting screw is on the Eb pad cup key arm and the lever from the low C key runs perpendicular to it, so while holding down the LH Eb, close the C key and check the Eb pad closes.
If not, then adjust it so it closes with the same pressure as the low C pad, and make sure you don't over adjust it as that'll prevent the low C key closing.
The adjusting screw on the linkage from the LH Eb key is to adjust the amount of double action between the LH pinky cluster and the Eb master spring, and there should be a small amount of free play between this screw and the Eb master spring. If you adjust this screw, check the split D#-E (RH3) pad closes and adjust if it remains open while the LH Eb key is held down.
Check you haven't over adjusted the screw on the low C touchpiece arm as that can prevent the low C key closing if it's over adjusted - it lowers but doesn't fully close the mid fingerplate (RH2) to help the top C#, D and Eb.
