Not really - hard reeds can play flat too depending on the aperture and scrape.
The scrape also affects the pitch of the reed - if too much cane has been scraped from the lower part of the scrape, that will cause it to play flat - so if you have a reed that plays sharp, scraping at the base will bring the pitch down and can also help free the low notes.
