What works for me may not be your cup of tea but this is it:
1. Check the reed crows on the tip and near the thread for a C crow that does not vary in pitch with soft or loud blowing. If the pitch varies of these crows, it will be difficult to play in tune. A third crow of the reed on the thread may also be a raucous C but it should contain low frequencies to allow the oboe to play the low notes easily.
2. Round the embouchure and play on the very tip.
3. Provide high pressure air to the reed when playing loud or soft.
4. Drop the lower jaw.
5. Don't pinch the reed.
6. Stretch the lower lip across the teeth, put the tip of the reed on it, and close the rounded upper and lower lips around the reed.
7. See if it helps your breathing to take four breaths before playing. The oboe needs very little air but this action may help provide the high pressure needed to play, about one psi.
There could be disagreement with these ideas as many oboists play in different ways.. Good luck!
