I don't know how faithful this score is to Handel's original: http://imslp.info/files/imglnks/usimg/e/ed/IMSLP24009-PMLP12548-Handel-HWV351HGfs.pdf, but the oboes double the 1st and 2nd violins (which is usually the fashion) from the 2nd movement onwards - no 3rd oboe(s) after the overture.
