In Royal Fireworks music, what does 3rd oboe do for the rest of the piece?

I am learning Handel's Water Music and Royal Fireworks music. I got it all printed out from one of those Musician's CD-ROMs, and after a certain amount of confusion, I eventually realized that there is a 3rd oboe part only in the first adagio of the Royal Fireworks music. So I wondered, what does he do for the rest of the piece? Does he just sit there? Or does he jump over and play along with the 2nd oboe?
