Since many American scrape players, at least from my limited number of encounters tell me, cut the tip of the reed with an angle, it actually helps (or if you think of it in another way, it forces it to be the only way) to hold the oboe lower, and to many people, it is simply more comfortable.
I did meet a fantastic Korean oboist from CIM not too long ago who was one of late John Mack's last students, she holds the oboe quite high up, like how any typical u-scrape would do.....but then again, no stereotyping should be implied, as Youtube also tells us that the West-Divan orchestra oboist, whom i think plays a short scrape reed, holds the oboe quite low. And of course there are many other examples of extremes....
Interesting videos to illustrate relationship of head, lips and angle of oboe:

I agree with Steve...whatever works! But then again, sometimes we are led to believe that there is only one way, and often the lazy way triumphs and we take advantage of that...resulting in negative results instead...i guess the only way is to experiment a lot.
