This is the excerpt that goes as follows:

The notes are all eight notes. Let's do the math now.
When the quarter note = 120, single tounging sixteenth notes becomes difficult (though possible). A quarter note occupies half a second, and therefore a sixteenth note occupies an eighth of a second.
La Scala di Seta is in 4/4, but it might as well be in 2/2. If you have the quarter note = 120 (a little slower than 140, but for mathematical simplicity's sake) then the eight notes are 1/4 of a second. So you clearly have it the other way around - the tempo of the excerpt is approximately half note = 150.
Moreover, I completely disgree with your "inserting slurs" theory. Though you are right that it should be slow and even rather than fast and uneven, better than both of those is fast and even. This is why double tounging a necessity - this excerpt's entire purpose is to display the virtuosity of the player, such that no aspects of technique get in the way of music making.
