If your reeds have been closed by pliers on the staple, sticking a mandrel into the staple will open them up and bring the pitch down.

You can open/close your reed with pliers too by squeezing the staple. Squeeze window side to open and "side" side to close.

If the reed is past its prime it should be tossed, but forcefully opening it can give it some longer, if hallow, life.

Also oboe position can affect your pitch, I find holding the oboe further down than usual can raise pitch and raising up gives more more leeway to flatten (relax embouchure against reed).
