I suppose it may vary somewhat from one oboe to another, and I've never worked on a Cabart, but for Fox and Yamaha oboes I cut strips of 1/32" sheet cork for tenons. If that's too thin, you can go thicker and file/sand away the excess. For most pads, I prefer to use .110" thick, which allows plenty of room to sand the surface smooth without ending up with a pad too thin. You can get decent quality pre-cut pads in this thickness from J.L. Smith & Co. (jlsmithco.com). In some spots that call for a slightly thinner pad, I cut them myself out of 3/32" sheet cork. Of course, you could get away with using somewhat thicker or thinner pads depending on how much shellac you want in the key cup.
