I believe this has come up before- i can't say for certain but it is my understanding that the Festival bells are the same but with less "choke" at the tenon. Choke is referring to the constriction in the bore at the bell tenon- if you look down the bore of the bottom joint of an R13 (with bell attached) you can actually see the step where the bell meets the lower joint.
I know R13 players who have had the entry bore of the bell opened up so it is more like the Festival.
