I own a copy of the Stamitz Eb Concerto (edited by Arthur Christmann/published by Schirmer) which you have referenced in your post.

Christmann writes in the preface of this edition:

"... This edition is based upon a set of manuscript parts placed at the editor's disposal by the Austrian National Library in Vienna. They were copied at the Hofkapelle library at Berlin and Potsdam. No date is given..."
