Carl Stamitz wrote three Clarinet Concerti that I am familiar with, one each in F, Bb and Eb. You can find clarinet with piano reductions for them at http://www.vcisinc.com/clarinetmusicpiano.htm
According to that page, that concerto was first published in 1953. Gary van Cott might be able to provide more info and a source for you directly.
