First make sure your oboe isn't cracked- that automatically makes everything unstable and a good pitch center impossible.
An excersize I used to improve my intonation rather quickly is as follows: Choose a key (switch so you do a different one each day) and turn a tuner on a drone of the tonic. Then play each note in the scale from as low as you can go to as high as you can go- don't move on until you hear somekind of overtone that lets you know it's perfectly in tune. Once you've done the scale do arpeggios, broken arpeggios (in G; b g1 d1 b1 g1 d2 etc), and the scale in thirds- all of it with the drone on and not playing the next note until the previous one is perfectly in tune. This will help you develop a solid pitch center and also help when playing in orchestra and need to tune to the people around you.
