Yup, Chris has got it right for the most effective way. I usually do that with a piece of cigarette paper under the pad while blowing: water gets stuck in the little cup of the octave vent of under the pad.
For the "quickest" way, I'm sorry to say that there is just no other way that to blow straight at the pad (key open, of course) in a very noisy way! You'll hear even the best professionals do that in the most prestigious concerts....
One way people TRY to avoid the proplem is to always grip the head joit around the octave holes to try to prevent the problem: the cold wood or head, small spaces and moist air from blowing is a recipe for condensation, especially around the metal vents which loose their heat more quickly than wood or plastic.
This is a source of aggravation for us all!
