In my recent Euro "hard" reed experience, anything in the 2nd octave will be hard to get out, without asphyxiating.
But then again, if the reed is manageable, then it is likely the 2nd octave hole is blocked. However, on some thumb plate systems oboes (B&H?) (long time ago, though!), didnt allow pressing the first octave key and second octave simultaneously. Then, there are 2 octave holes open and definitely cant get the 2nd octave notes going. I have not seen this with conservatoire systems, anyway from the oboes I have owned.
