In a masterclass (which I attended but did not perform in), Peter Bowman (prin. ob. St. Louis Symph) said that he single-tongues only and that he practices it at halfnote = 132. He also said -- and a couple of recordings I've heard bear this out -- that it is often the case that the oboe player rushes the solo.
