 How to adjust this crazy oboe?

A few years ago I bought a fairly cheap oboe from www.packer.co.uk, thinking that my old Fox was, well.. just too old. In the event, thanks to the great Sawicki book and some advice from this forum, I realised that the Fox was still in good condition and I hardly touched the new oboe.

I showed it to my teacher last week and he said it had a nice tone, but the altissimo B (side alt key + index LH) and C were far too high. I checked later and all notes seem to be perfect - except these two. There's sometimes a problem in getting the two lowest notes out, though that may be me!

When I use the tuner, I see that the B and C are actually changing- ie varying in pitch quite a lot. I also noticed that the next two keys down, LH m and i seem to be open higher than on the Fox. Any ideas?
