Well, any adjustment will usually have some effect on pitch. If you think the reed is well balanced but just a bit stiff, focus on the edges of the tip, and the blend from tip into heart. Those two areas have the biggest effect on vibrancy in the reed. Do the tip adjustment first, play the reed, and if you feel it needs more loosening, scrape the blend area. Don't thin out the remainder of the tip too much. In a nearly finished reed, doing this tends to decrease vibration.
Before clipping, play the reed a little bit in all registers, and see what it can do. If you still find the reed a bit flat, then go ahead and clip.
Avoid at all times the center of the reed as this will ruin the stability of the reed.
