I noticed this exactly too, but i find the logic is that with an excessive overbite that one has to slightly lower the instrument's angle for the reed-embouchure to work. It is natural to have an overbite, i do due to my upper teeth but still i hold the oboe quite high, higher than 45 degrees! I try to achieve that perfect balance of the upper and lower lip with the reed which was what i was taught from a German school teacher. But still, yeah, i noticed also from videos of old school American players (i.e. Gomberg BSO, Kanter CSO etc.) that the angle is generally lower than most European players i have seen on video.
