When reeds are clipped, they are ( or should) be clipped at an angle, so that one blade is longer than the other. The shorter side should be on the bottom, so as to function on a physical level with your mouth. (If you think of having the longer one on the bottom, and the shorter one on top, you can see how that would create articulation problems!)
So: shorter blade on the bottom, longer blade on top!
