The click happens after the tip is opened when you press the overlap into place by sliding the blades in opposite directions across the sides. Weber calls this settng the overlap.
I agree with CJ, the overlap should hold its place once you put it there.
Once the reed is playable, you can nudge it more overlapped (a very slight amount) to raise the pitch a bit. That will also take away a little responsiveness and make the tone a little thinner.
Conversely, back off the overlap a little (still not to undo it...) and the pitch tends to lower a little, the reed becomes more responsive and the tone a bit fuller.
These both are very slight adjustments. Pitch movement is only 1-3 cents.
Playing with the overlap for slight adjustments can be useful throught a reed's life.
And sometimes this is preferrable to cutting the tip, especially on a reed a day or two old and still breaking in. Aside from the initial setting of the overlap I do by pushing at the heart area, the nudges I mention happen down close to the thread.
Do be careful that your reed thread is tied very tightly. If that slips or loosens, the overlap may increase too much.
