Some oboe makers use locking agents as standard, some makers nip the adusting screw threads with wire cutters to make them grip better (which just damages the internal thread in the adjusting screw pip), but adjusting screws should really be fitted so the head is a tight fit in the pip (the piece of tubing into which an adjusting screw is fitted) as screw threads will only stay put once pressure or tension applied to them.

Think of a nut and bolt - the nut won't be tight on the bolt thread until it comes into contact with another nut on the same bolt, or the nut has a nylon locking ring fitted to keep the pressure on the screw threads to keep it in place (although it can be moved if needed).

If the internal thread hasn't been tapped out after the keys have been plated then this can cause the adjusting screws to be tight as the internal threads have become narrowed with silver plating, and also if the upper end of the pip where the head fits hasn't been reamed out to the correct size after plating this can cause the adjusting screws to bind as well.
